California Governor Gavin Newsom Instructs Supporters of Redistricting Initiative to ‘Cease Contributions’

Just a single week remaining prior to California voters head to the voting booths to decide on the statewide reapportionment measure, Governor Newsom issued an unforeseen communication to would-be contributors: keep your money.

“We've achieved our budget goals and raised what we need so as to approve the redistricting proposition,” Governor Newsom stated in an message. “Please halt further donations.”

Financial Milestone

Throughout a ten-week period, the effort to back Proposition 50, which seeks to grant Democrats increased representation in the House following newly enacted redistricted boundaries in Texas, secured $38 million from about 1.2m “modest contributions,” Newsom reported.

The campaign also received substantial major contributions, including close to $15m from a Democratic political action committee, $10m from a advocacy organization funded by the financier George Soros and nearly $4 million from a teachers' association, along with others. Tom Steyer, the billionaire, has invested $12 million in endorsing the initiative.

Increasing Approval

Prop 50 has gained support following the California introduced the initiative in August. In the last weeks, influential party figures including Former President Barack Obama have been encouraging the electorate to back the initiative: “Californians, the United States is depending on you,” the former president stated in a campaign advertisement. “Democracy is on the ballot.”

A fresh survey showed that 62% of likely voters expressed they would vote yes on the measure and different research indicated that fifty-seven percent of likely voters in California backed it, and thirty-seven percent were against.

Competing Effort Declines

In the meantime, the effort in opposition to the ballot measure has weakened in recent weeks, as reported by media reports. Entities advising electorate to back the measure have far out-raised their adversaries, with a news organization portraying the “cash-strapped” campaign against the initiative as going out with a “quiet demise.” Newsom’s campaign currently holds $37 million available whereas opposing organizations have just $two point three million dollars.

The billionaire Charles Munger, who was identified as the leading supporter of the campaign against the measure, has drastically reduced contributions to the campaign. Former House Speaker Kevin McCarthy, the former House speaker, had committed to garner $100m to counter the redistricting measure, but has secured just $11m.

Strategic Decision

With endorsement of the measure strong and substantial cash on hand, his campaign team in the past week proposed he could halt modest contributions in the closing period of the effort. “I support it,” Gavin Newsom responded.

“Currently, the priority is carrying out the strategy,” Governor Newsom wrote in the email stating that supporters could cease contributions. “Should we succeed, we’re are set to succeed.”

The Yes on 50 campaign will exclusively distribute messages with updates on the initiative or to solicit backing for additional states “attempting to halt conservative mid-decade redistricting efforts,” Gavin Newsom noted.
