Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of opposing developments captured the bleak nature of the outgoing year. By day, negotiation efforts are conducted: positive announcements are released from multiple capitals. Significant resources is devoted on managing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from Russian territory, a capability provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming cruise missiles roared overhead – modern combat jets delivered to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by allied countries. Every firing creates sudden vibrations, causing tremors. The brief panic quickly becomes resigned acknowledgment: possibly the hostile projectile won't strike its target this time, sparing the city from catastrophe and another blackout.
Continuous Dangers
Following this, a large-caliber weapon engaged a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its target.
Periodically, this persisted until dawn. Kyiv faced the daybreak reports: seven people killed, destruction and utility failures in many homes as a result of the evening attack. As always, everyone still went about their day – living the war. But those full day demonstrated Ukraine's essential dependence on international aid – a need that European nations are clearly incapable to substitute in the immediate future.
Unsuccessful Negotiations
The 28-point plan from US administration sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new initiative from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, certainly, persist.
Strategic Calculations
It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration functions according to a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration assumes that it is unfeasible to force Russia to abandon the areas that it currently occupies in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, US leadership does little to discourage Russia, through statements or actions, from thinking that the current condition will not change more in its benefit in the near future.
Divergent Views
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing lives and land but averting a entire defensive failure until circumstances change in its benefit.
Present Conditions
Factually, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a only one week to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, largely rely on ongoing international assistance.
